4helix+
The 4helix+ enabling the 4 helixes of innovation-generating processes (Government, Industry, University and Civil Society) for maritime clusters of the MED region through an open innovation philosophy in favor of blue MED growth. It is a project to stimulate, train and finance innovation in the blue growth sector in the Mediterranean region (MED). It aims to improve the gap between the maritime clusters of the eight participating Mediterranean regions on the one hand, and the four propellers on the other, through cooperation with the “new innovation agents” and with the cultural and creative industries (CCIs). Participants
Blue Bootcamps aim to bring together entrepreneurs and innovation agents, maintaining the connection with the other two helixes. Therefore, the main targets of these actions will be:

What are the Quadruple Helixes?
Innovation is the result of an interactive process involving different spheres of action, each contributing according to its “institutional” function in society. The traditional protagonists are University (UNI), Industry (IND) and Government (GOV). Civil society (CIV) is the additional sphere included in the Quadruple Helix. The contribution to innovation is foreseen in terms of knowledge sharing and transfer of know-how, with helix models attributing and formalizing a precise role for each sphere in supporting economic growth through innovation. As society becomes more and more interactive, the role of knowledge, as well as the number and scope of the spheres to be included in the process of generating innovation, have increased over time.Innovation is the result of an interactive process involving different spheres of action, each contributing according to its “institutional” function in society. 4helix+
The 4helix+ project aims to improve the transnational innovation process both in the traditional Blue sector and in emerging sectors in the eight MED regions by establishing and organizing a cyber space, blue bootcamps, brokerage event, regional information days and a scheme for innovation. The cyberspace of the project will allow a partnership environment between Blue SMEs / START-UPs, on the one hand, with “new agents of innovation” (fablabs, joint workspaces, creative centers, etc.) and the cultural and creative industries (highly qualified companies, ID & I centers, etc.) on the other.
What do participants receive?
The main gains for the entrepreneurs participating in Blue Bootcamps can be summarized as follows:
1. Free advice from specialists in entrepreneurs and innovation;
2. Free Mentoring by Blue Growth Specialists;
3. Acceleration of your business idea / innovation process;
4. Cross-fertilization of innovation ideas between the blue sector and the creative cultural industries;
5. Opportunities for networking between entrepreneurs, innovation agents (research centers, FabLabs, universities, etc.) and potential investors.
Location
All Blue Bootcamps will occur between September 2018 and February 2019, in the different participating regions: Lisbon, Seville, Barcelona, Marselle, Ancona, Zadar, Tirana and Thessaloniki.
Jury, Mentors and Investors
Companies or entities of Cultural and Creative Industries, or bodies specialized in Research Development and Innovation, New Innovation Agents (Living Lab, innovation centers, Fablab, etc.) of the MED areas involved (and even outside the MED eligible regions) that participate as KPs (Knowledge Providers).
They are selected according to the rules of public contracting (Transnational Expression of Interest).
Each specific selection procedure follows established rules and criteria, established and agreed at transnational level and adopted for national regulation (if necessary).
All selection procedures, developed at transnational and regional level, are covered by the principle of equal opportunities and non-discrimination, together with equality between men and women.
Innovation vouchers
The 4helix+ will award EUR 480,000 for at least 48 blue projects under its Innovation Voucher Scheme. With its network and objectives of the transnational partnership, the project contributes to the achievement of macro-regions strategies and innovation policies.
Selection Criteria
Each Blue Bootcamp will be focused on a specific sector of the Blue Economy, considering the following specifications: Biotechnology, Renewable energy, Maritime and Coastal Tourism, Aquaculture, Mineral resources, Biotechnology, Renewable energy, Maritime and Coastal Tourism, Aquaculture, Mineral resources.
INNOVATION
The project is innovative and presents competitive advantages, with associated technology.
TERRITORIAL IMPACT
The project has social and economic impact on the territory and is a market necessity.
TEAM
The team is multidisciplinary, complementary and reveals the ability to execute the project.
